Research Department ― Scientific and educational center of the Eurasian integration based on the Interregional institute of economics and law (MIEP) associated with the Interparliamentary Assembly of the EurAsEC was established as a structural division of the Interregional institute of economics and law by decision of the Academic Council of the MIEP associated with the Interparliamentary Assembly of the EurAsEC under the Cooperation agreement between the Interregional institute of economics and law and the Secretariat of Interparliamentary Assembly of the Eurasian Economic Community.

The full name of the Center in Russian is the Research department - the Scientific and Educational Center for Eurasian Integration on the basis of the Interregional Institute of Economics and Law under the Interparliamentary Assembly of the Eurasian Economic Community. The abbreviated name is SECEI.

The SECEI is being created, reorganized and liquidated by the order of the rector of MIEP on the basis of the decision of the Academic Council of the Interregional Institute of Economics and Law in agreement with the Secretariat of the IPA EurAsEC.

In its operational activities, the SECEI is accountable to the Vice-Rector of MIEP for scientific work; and for certain areas of activity - to the Vice-Rectors of MIEP for the relevant direction.

 This Regulation determines the procedure for the functioning of the SECEI, including the planning, organization and implementation of fundamental, search, applied research and scientific and organizational work, expert, innovative and educational activities in the SECEI.

The activities of the SECEI are carried out in accordance with the current legislation of the Russian Federation, regulatory legal acts of the Ministry of Education and Science of the Russian Federation, Regulations on the Inter-Parliamentary Assembly of the Eurasian Economic Community, resolutions of the IPA EurAsEC Assembly, orders of the Chairman of the Inter-Parliamentary Assembly, regulatory acts on the development of science, innovation, education, Cooperation Agreement between the Interregional Institute of Economics and Law and the Secretariat of the Inter-Parliamentary Assembly of the Eurasian Economic Community, the Charter of the MIEP under the IPA EurAsEC, local acts of the MIEP under the IPA EurAsEC, these Regulations, other regulatory legal acts.
